Danish military surplus. Made of 3/4″ wide nylon or canvas webbing, this can be used to carry a variety of items such as a sleeping bag, blanket(s), yoga mats, bundles of wood, long poles and more. A very multi-functional piece of gear for camping, scouting, or hunting.

The entire thing is about 40″ wide. Each of the 4 securing straps are 3/4″ x 27″. laid out flat, they are spaced 16 1/2″, 8″, 16 1/2″. There are 4 small straps with buckles for attaching equipment. You could even cut the center strap and make 2 sets. For reference, the wood dowels are 4′ long.
